Can i install lower and higher version of same software in one pc? ie like photoshop cs2 and cs3 OR office 2003 and 2007 in same pc?

Yeah, it should be possible. Some software can be made portable. I dont know if photoshop allows to be done so, but here's a way that works all the time.
Install Sandboxie, its a software to sandbox any software, and you can have as many sandboxes as you want. Plus, this doesnt waste your windows installation. So install that, create n number of sandboxes, and install software within it. Use as you like.

having multiple ones.. will it use up too much resource? is it easy to configure that soft?

Most probably if you try to install a newer version of software, it prompts user to uninstall the older version first and then it'll be installed. But only a few will allow you install as you said. :)
